Most employees already know phishing exists. The biggest challenge is that many organizations are still training people for a version of phishing that no longer reflects daily work. Social engineering is no longer confined to the inbox, and employees are being asked to make trust decisions across a wider and messier set of channels.
Generative AI adds another layer of difficulty. Attackers now have an easier time producing messages that sound polished, fit the situation, and resemble ordinary business communication.

Reporting also has to feel visible. If messages disappear into a void and nobody sees a response, people stop treating the action as worthwhile.

7. Connect Training to the Rest of the Security Stack
Training weakens when it sits apart from the way the organization actually works. If employees are told to verify sensitive requests but no clear process exists for doing that, the lesson remains abstract. If suspicious reports vanish without visible follow-through, reporting starts to feel optional. Awareness on its own was never enough, and it is even less so when attackers can produce more believable pretexts with less effort.
Phishing resilience gets stronger when training is backed by process and control. High-risk actions should have separate validation steps.
