A report can say that a finding applies only to surveyed households, that two trends are associated rather than causally linked, or that an estimate remains preliminary. Video naturally pushes in another direction. It wants a setting, a sequence, a person, a consequence, and an ending.

That separation makes provenance easier to understand. The report supplies the evidence. Generated material supplies only the illustration.

Do Not Give a Statistic a Fictional Witness

The workflow should not be used to identify, verify, classify, match, or track people appearing in reference material.

The important editorial question is simpler: Did the report contain this person’s story, or did the video invent it?

Preserve the Words That Carry Uncertainty

Narrative inflation can begin before the first frame is generated.

Compare:

The program was associated with improved attendance.

with:

The program improved attendance.

Only a few words changed, but the second sentence makes a stronger causal claim.

The same happens when:

Some participants reported difficulty accessing the service.

becomes:

Participants could not access the service.

Short scripts create pressure to remove qualifiers because shorter sentences sound cleaner. But words such as may, estimated, among respondents, preliminary, associated with, and during the reporting period often carry the limits of the evidence.

If removing a qualifier changes the claim, the shorter version is not simply better editing.

It is a different claim.

That principle should carry into the visuals as well. A finding described as a possibility should not be paired with imagery that presents the outcome as an established event.

Review the Story Between the Frames

A useful editorial review does not stop at checking individual scenes.

Consider an environmental report accompanied by:

  1. a verified chart showing declining river levels;
  2. an illustrative shot of dry farmland;
  3. a generic family carrying water containers.

Nothing in the second or third scene necessarily contains a false statistic.

Before publication, ask:

If someone watched only this clip, what would they believe the report proved?

If that answer is stronger, more certain, more dramatic, or more personal than the source itself, the video still needs work.

The report establishes what is known.

The video should help people understand where to start.
