Strategist Julio Melo Uses AI to Boost Small Business Growth

In one of the world’s most biodiverse yet economically challenged regions, Brazilian innovation strategist Julio Cesar Conceição de Melo is leading a quiet revolution. From his base in Belém, capital of the Amazonian state of Pará, Melo has spent over three decades working with small businesses to accelerate digital adoption and improve economic resilience.

Now the Strategy and Innovation Manager at SEBRAE-PA, Brazil’s national support service for small enterprises, Melo has personally mentored more than 350 entrepreneurs—helping them integrate automation, artificial intelligence, and digital finance tools into their daily operations.

“Digital transformation shouldn’t be limited to big tech or urban centers,” Melo said. “It’s a right —and a necessity—for every entrepreneur.”

His results are turning heads. Businesses under his guidance have reported up to a 75% increase in revenue, streamlined workflows, and greater access to financial services. His innovation model, initially piloted in the Amazon, is being replicated across Brazil and gaining attention in policy circles abroad.

What sets Melo apart is his dual role as both practitioner and researcher. He has published peer reviewed papers in international journals on how AI and Big Data can enhance government support for SMEs, making a case for real-time, evidence-based public policy.

Colleagues say Melo’s strength lies not just in his technical knowledge, but in his deep connection to the entrepreneurs he serves—frequently visiting rural areas, training staff on-site, and providing ongoing support.

 With international recognition growing and a recent invitation to global innovation forums, Melo is now exploring ways to scale his model globally. “Entrepreneurship is the backbone of any economy,” he said.“If we empower small businesses with data and digital tools, we’re not just solving problems—we’re building futures.”
